Yes the switch is mounted there in the switch housing with no method of adjustment. The front light switch just activates as the lever is pulled. If you want some light before the brakes actually start grabbing then you can adjust the screw that pushes on the master cylinder so that it doesn't contact right away.
You could probably glue (JB weld?) a spacer of some kind on the end of the switch or the lever to change the resting contact angle if the lever is to far away from the grip for your hand to span comfortably.
