    My guess $1000 at most,
    Original tires,
    and check out the fork bolts.

    Looks like a $500 bike to me.

    The fork legs are dropped down about as low as safely possible.

    Hammered! The inspection plug on the left case is blown out as is the case cover over the chain. Lots of "Rigging" on this one and I see wires under the headlight not right.
    $500-$700 tops and expect to spend that much and more to get it road worthy after the purchase.

    If it runs well and I really wanted it I would pay $750 to $1,000 for it. All the things I can see that are wrong are little things. I bet the guy is asking $1350 hoping to get a $1000 offer. I would try to get it of $500 (or less) exaggerating difficulty and expense of repairing the bike.
