That's kind of you to say but where are the upgrades?
He lists basic maintenance items, ie; carb work, tires, battery, etc., and some add-ons.
My concern would be the dried out gaskets, seals, corroded electrical components, etc., from sitting for 26 years.
That's what costs time, money, and work!
I once bought an old car with 1,100 original miles. Changed the oil in it and it sprung leaks everywhere. I bought it cheap and sold it cheaper. I've had lots of old mowers, motorcycles, tractors, and other assorted equipment. Under the paint and new parts, it's still an old machine.
