NEPA... National Environmental Protection Act?

I was taught to always correctly identify things before ascribing them an acronym whenever writing technical info, or addressing an audience that might not be familiar with subject matter and any commonly used acronyms.
i.e. "North East Pennsylvania, hereafter referred to as NEPA"
or simply:
"North East Pennsylvania (NEPA)"
This helps if goal is effective communication.
