This is the only pic i have at this time so show. Both seem to be bent equally. the previous owner said it was that way when he bought it. And that it doesnt seem to affect "driveability". I rode it about 4 miles before I torn it down to the condition you see it in now. I can only assume the wheel hit an inmovable object to cause this to happen? Thoughts?

I had the same scenario with the 98 i had. They were bent at the lower clamp when i bought it. I took the forks off and put them one at a time in a hand operated hydraulic press and pressed them past straight about 1/8 of an inch so when i released the pressure they where straight. Oh i also used a few pieces of 1/2 or 3/4 inch scrap boards on the tubes and the press so i wouldnt ding up the tubes. I didnt even have to take off the lower tubes. I started at the top of the tube and right above the lower tube. I wouldnt put any pressure on the lowers.

Its not that hard if you have access to a press.
