How do I free the clutch or disengage the clutch to see if the motor is seized or not on a 1987 tw200 that's been outside sitting in the elements (Mississippi) for prob at least 10 or more years!

Have you got any pictures? It sounds like this bike could have some major issues. You can probably pick up a running TW for less than it would cost to fix this one up. Some bikes unfortunately are better off being parted out. Make a good estimate of what you think you are going to have to spend not only in parts, but time and aggravation. These bikes are not rare finds. Hell they have been making them relatively unchanged for 25 years.

On the other hand some people just love to build and restore and its not about the cost. If that is the case enjoy the process.
