My 1991, leaks oil from the upper part of the left engine cover; the same cover that the sprocket is under. I went to take the cover off and take a look and the thing is full of oil. Is this normal? It seems that should be dry being the sprocket access. (I don't have a manual, but I guess I should get one)

Yes, oil in there is normal.

The TW's engine cover and sprocket cover are one in the same. Most dirt bikes will have a separate engine and sprocket cover which allows one to remove the front sprocket without having oil drain everywhere. It should not leak however.
