It depends on how rusty, I've used 1/2 to 3/4 quarry stone inside the tank and keep shaking and rolling to knock the loose rust free. Then a good sloshing with kerosene to flush it, and then use a good fuel filter from then on. There are some commercial coating available like Kreem. I still like to get it real clean first.
