Before I begin the installation of my All Balls steering bearings I would like to ask a few questions so this thing goes smooth.

First question:

When I get the lower race off of the lower steering stem, does the dust seal (black rubber piece at the bottom of the stem under the race) stay on when I install my new bearing? I know it comes off but, do I leave it on?

Second question:

Which way does the new dust seal thing go? Does the recessed/grooved part face up?

or does the flat part go up and the recessed/grooved part go down?

Thanks for any help.

I put it U cup up

Normally a U cup is so the higher pressure side uses the pressure to help seal pushing the rubber out

There is no pressure in this situation so there is more rubber UP into the housing so thats the way i used it.

The stock seal will NOT survive the extraction process

As Yogi Berra once said
