After starting this thread, I went for a 54 mile ride on Tuesday.
http://tw200forum.com/forum/general-discussion/32601-tailbag-alternatemounting.html
22 miles highway
4 miles of maintained dirt road (photos posted in Gass Peak ride report)
22 miles of primative road/trail/cross-country
6 miles highway

I had packed two fuel cans, one in a sock, then both in a heavy duty zip lock bag.
They came about 1/2 way out of the zip lock bag and the one not in a sock dimpled the circumference, from a button head screw.

Solution
1. All cans now packed in socks
2. All cans cable tied together (24" cable tie)
3. Closed cell (very dense) foam pad added to bottom of bag

Room for two fuel cans, 1 sealant/inflator can, 3 bottles of water and still some space for trail snacks

I added an internal lashing strap.
Yesterday's ride was a rough stretch to the hike trailhead.
It was less than 1/2 mile, but did it all on the pegs.
The tailbag contents were to one side, so for the bags longevity, I added a strap, this morning.
Strap is under stock rubber fender pad.
Due to a change in weather, I am going to Lake Mead, today.
Bag has two cans of TruFuel, one can of tire sealant/inflator, one water bottle (will be two, during warmer weather)
