What is the best way to remove the tank decals for re-painting the tank?

3M Adhesive Remover. I usually get it at Wal-Mart. It's probably available at auto parts stores as well.

Be sure the decals are not under clearcoat.

goof-off perhaps? Just don't leave the residue on when you're done, clean it.
