What's that cable/chain thing on the rear tire?

Tirebiter thats a snow cable for a 14 inch car tire I borrowed from a buddy, wish I knew exact size/model so I could order my own he doesn't want to sell it, but it fits the tw34 rear perfect. I need to figure out something for the front though it washes out pretty easy.
